Le bilan de santé de la politique agricole commune : faut-il des exceptions au traitement général ?

Abstract

[eng] Successive reforms of the European Union’s Common Agricultural Policy since 1992 have sought to (1) decouple agricultural income support from production and (2) target the support to the provision of agricultural public goods. This change is nearly complete in the crop sectors but only partial in the livestock sectors. We analyze different decoupling options for the livestock sectors in the context of the CAP Health Check. Our simulations with a European computable general equilibrium model show that total decoupling will have modest impacts on the livestock sectors and markets, mainly thanks to the preservation of import tariffs. [fre] La Politique agricole commune évolue depuis 1992 vers le découplage des soutiens agricoles de l’acte de production et leur ciblage aux fonctions non marchandes de l’agriculture. Le processus de découplage est quasiment achevé dans les principaux secteurs végétaux et au contraire encore partiel dans les secteurs animaux. Dans le cadre du bilan de santé de la Pac prévu en 2008, se pose la question de savoir s’il doit y avoir des exceptions à ce processus de découplage au sein même des productions herbivores. Nos simulations menées avec un modèle européen d ’ équilibre général calculable montrent que les impacts d’un découplage total sur la production d’herbivores, lait et bovins, sont assez limités du fait notamment du maintien de la préférence communautaire.
