Abstract

[spa] La nueva instrumentación de la Política agrícola común, . por Hervé Guyomard, Louis-Pascal Mahé.. . El objetivo de este artículo es el de examinar las consecuencias de la nueva instrumentación de la Pac -baja de precios de apoyo, pagos compensatorios y congelación de tierras- en la oferta del producto, la demanda derivada del factor variable, la intensificación y las retribuciones de la tierra y del capital. Mostramos que la intensificación debería disminuir debido a bajas sustantiales de los precios pero que la congelación puede anular una parte del movimiento hacia una intensificación menor. Mostramos también que los pagos compensatorios de la reforma no están desacoplados, en particular porque intervienen en la selección de las asignaciones de superficies. Por último, el alcance político del análisis permite proponer ciertos arreglos a la reforma de modo a integrar mejor los papeles tradicionales de la agricultura (producción e intercambios de bienes) y sus "nuevas" funciones (conservación de la natura). Ziel dieses Artikels ist es, die Auswirkungen der neuen Instrumente der GAP (Senkung der Stützungspreise, Ausgleichszahlungen und Flächenstillegungen) auf das Produktangebot, die vom variablen Faktor abgeleitete Nachfrage, die Intensivierung und die Vergütungen für den Einsatz von Anbauflächen und von Kapital zu prüfen. Wir zeigen auf, daß die Intensivierung aufgrund der substantiellen Preissenkungen wahrscheinlich abnehmen wird, daß die Flächenstillegung jedoch einen Teil des Prozesses hin zu einer geringeren Intensivierung zunichte machen kann. Es wird ebenfalls dargelegt, daß die in der Reform vorgesehenen Ausgleichszahlungen nicht abgekoppelt betrachtet werden können, vor allem weil sie bei der Wahl der Flächenallokationen eine Rolle spielen. Die politische Ausrichtung der Analyse ermöglicht es schließlich, einige Änderungen an der Reform vorzuschlagen, damit die herkömmlichen Aufgaben der Landwirtschaft (Produktion und Handel) und ihre "neuen" Funktionen (Landschaftspflege) besser integriert werden können. The purpose of the paper is to analyze the effects of the new CAP arrangements - lower support prices, compensatory payments and set-aside - on output supply, variable-factor derived demand, intensification and quasi-fixed factor (land and labour) rewards. We show that yields and farming intensity are likely to decrease due to substantial cuts in support prices, but that set-aside may counterbalance a large part of this effect. It is also shown that the compensatory payments introduced by the reform are poorly designed, as they influence surface area allocation. Lastly, the political scope of the analysis lends itself to the proposal of improvements to the reform to strengthen the consistency between agriculture's traditional roles (food production and trade) and its "new" functions (nature conservation). Nous montrons que l'intensification devrait diminuer en raison des baisses substantielles des prix mais que le gel peut annuler une partie du mouvement vers une moindre intensification. Nous montrons également que les versements compensatoires de la réforme ne sont pas découplés, en particulier parce qu'ils interviennent dans le choix des allocations de surfaces. Enfin, la portée politique de l'analyse permet de proposer certains aménagements à la réforme de façon à mieux intégrer les rôles traditionnels de l'agriculture (production et échanges de biens) et ses "nouvelles" fonctions (aménagement de l'espace).
