Le GATT et la nouvelle Politique agricole commune : une réforme inachevée

Abstract

[eng] The GATT and the new common agricultural policy : an uncompleted reform. For the first time, an extensive reform of the Common Agricultural Policy has been achieved. For the first time also, a GATT agreement contains detailed and substantial commitments for the agricultural sector. The paper focuses on the interpretation of these events. The agricultural agreement in the GATT appears as the result of a new balance between national and international pressure groups. The CAP reform is still partial, however. The long-run objectives of further decoupling payments from production incentives should be pursued in order to promote agricultural trade on a more competi­tive basis and to reserve intervention of the State to promote the role of agriculture in the supply of public goods. [fre] Pour la première fois, la Politique agricole commune a fait l'objet d'une réforme d'une certaine ampleur. Pour la première fois aussi, un accord au GATT comporte des engagements précis et substantiels pour le secteur agricole. Cet article propose une explication de ces événements et évalue leur portée. Le contenu de l'accord agricole au GATT est interprété comme le résultat d'un nouvel équilibre entre l'organisation nationale et internationale des groupes de pression. La réforme de la PAC, fortement influencée par le contexte international et taillée sur mesure pour permettre un accord au GATT, reste inachevée par rapport à la double fonction de l'agriculture, de production de biens d'une part et d'aménage­ment de l'espace, de développement rural et de protection de l'environnement d'autre part.
