Arbeitszeitwünsche, Arbeitslosigkeit und Arbeitszeitpolitik

Abstract

Der Beitrag untersucht auf Basis des Sozio-ökonomischen Panels die Arbeitszeitwünsche der abhängig Beschäftigten in Deutschland unter Berücksichtigung der damit einhergehenden Einkommensveränderungen. Es wird gezeigt, dass die in der arbeitsmarktpolitischen Diskussion häufig übersehenen Zeitpräferenzen der Beschäftigten von hoher Relevanz für deren Lebens-, Gesundheits- und Arbeitszufriedenheit sind. Fallen gewünschte und realisierte Arbeitszeit auseinender, verringert sich die jeweilige Zufriedenheitsdimension erheblich. Zufrieden mit seiner Arbeitszeit ist nur noch ein gutes Viertel der abhängig Beschäftigten. Weniger als ein Fünftel, vorwiegend teilzeitbeschäftigte Männer in den neuen Bundesländern, will seine Wochenarbeitszeit verlängern. Dagegen will mehr als die Hälfte der Befragten die Arbeitszeit reduzieren, und zwar Männer wie Frauen. Alle Wünsche zusammen genommen, ergibt sich, ein rechnerisches Umverteilungsvolumen von über 2,4 Mio. Vollzeitstellen.
