Költségvetési fenntarthatóság

Abstract

Az államháztartás hiánya és adósságának szintje egyike a legfontosabb makrogazdasági fundamentumoknak. Alapvető kérdés az államháztartás helyzetével kapcsolatban, hogy fenntartható-e a költségvetési politika. A tanulmány először a költségvetési fenntarthatóság elméleti problémáját elemzi. Az elméleti elemzés egyik következtetése, hogy a költségvetési fenntarthatóságot a jelenben a jövőbeli költségvetési politika határozza meg, és ezért a fenntarthatóságot a szó szoros értelmében nem lehet mérni. Ezért a tanulmányban adunk egy gyakorlatban is használható fenntarthatóságdefiníciót. Ezek után az elméleti elemzésre építve, áttekintjük a költségvetési fenntarthatóság empirikus irodalmát, különös figyelmet szentelünk annak, hogy a különböző fenntarthatósági próbák hogyan viszonyulnak a fenntarthatóság elméleti kritériumaihoz. A tanulmányt a fenntarthatóság két egyszerű mutatójának bevezetésével zárjuk, amelyekkel megvizsgáljuk Brazília és Magyarország esetében a költségvetési fenntarthatóságot.
