A mezőgazdaság a piacgazdaságban
[Agriculture in a market economy]

Abstract

A mezőgazdasági piacok működésébe a világ szinte minden országában közvetlen módon beavatkoznak. Az elmélet szerint a mezőgazdasági intervenciók hátterében az agrárszektor sajátos piaci kudarcai állnak: a jövedelemdiszparitás, az instabilitás és a mezőgazdasági kutatások nem kielégítő szintje. A tanulmány azt elemzi, hogy ezek a sajátos piaci kudarcok mennyiben támasztják alá az állami beavatkozás jogosságát. A jövedelemdiszparitás sem elméleti, sem tapasztalati szempontból nem támasztja alá az állami beavatkozást. Az instabilitás csak abban az esetben fogadható el igazolásként, ha annak forrásai a tökéletlen határidős piacok, a hiányzó vagy nem teljes feltételes piacok, illetve a piaci közvetítők. Az empirikus vizsgálatok eddig nem adtak egyértelmű választ, hogy ezek a piaci tökéletlenségek mennyiben járulnak hozzá az instabilitás kialakulásához. A mezőgazdasági kutatások nagy része nem tekinthető közjószágnak, mert nem tesznek eleget a nem kizárhatóság feltételének. A mezőgazdaság támogatása mellett szóló elméleti érvek tehát jórészt megalapozatlanok, és empirikusan is gyenge lábakon állnak.
