A közoktatás-finanszírozási rendszer hatása az egyenlőségre, 1990 1997
[The effect on equality of the system of funding public education, 1990-97]

Abstract

A települési önkormányzatok egyik legfontosabb feladata a közoktatási intézmények fenntartása. Az önkormányzati kiadások 30 százalékát az oktatási kiadások teszik ki, ennek zömét az általános iskolák működtetésére fordítja az önkormányzatok többsége, mivel 90 százalékuk csak általános iskolát, illetve csak általános iskolát és óvodát tart fenn. A tanulmány három kérdésre keresi a választ: 1. Először is azt vizsgálja, hogy milyen egyenlőtlenségek alakultak ki az általános iskolákat fenntartó önkormányzatok között az általános iskolai ráfordításokban, és az egyenlőtlenségek hogyan változtak az 1991 és 1997 közötti időszakban. 2. Majd azt tekinti át, hogy a közoktatás támogatási rendszere enyhítette-e a kiadásokban mutatkozó egyenlőtlenséget ugyanebben az időszakban. Mennyire volt szoros a kapcsolat az önkormányzatok gazdagsága és az oktatási ráfordítások között? 3. Végül, a támogatási rendszer általános iskolai kiadásokra gyakorolt hatását mutatja be, azt, hogy a támogatási rendszer erősítette vagy gyöngítette-e az eltérő vagyoni helyzetű (jövedelemtermelő képességű) önkormányzatok törekvéseit abban, hogy saját, a központi költségvetésen kívüli forrásaikat az iskoláztatás céljára fordítsák.
