Evaluación de impacto de política pública del Programa Especial Desarraigados: una aplicación cuantitativa

Abstract

El largo conflicto interno que se desarrolla en Colombia ha generado el desplazamiento forzado y la pobreza de un amplio segmento de la población que, además, ha sido víctima de hechos violatorios de los derechos humanos y, por ello, simultáneamente, ha sufrido detrimento en sus condiciones de vida. En respuesta, las autoridades colombianas implementan políticas públicas con programas especiales, cuyo objeto general es disminuir el impacto del desarraigo, atenuar la pobreza y reconstruir el tejido social de esas poblaciones. En ese marco, esta investigación, a través de la metodología de evaluación Propensity Score Matching, evalúa y mide el impacto en la población vulnerable en condición de desplazamiento y extrema pobreza, en las ciudades de Neiva, Bucaramanga, Sincelejo y Montelíbano, beneficiaria del Programa Especial Desarraigados, financiado por Acción Social y la Unión Europea con el fin de “reducir la extrema vulnerabilidad de la población desarraigada y de las comunidades receptoras en Colombia”
