Ein neuer europäischer Interventionismus? Die Auswirkungen des neuen Systems der europäischen Economic Governance auf Löhne und Tarifpolitik

Abstract

Als Antwort auf die Krise in Europa hat sich innerhalb der EU ein neues System der Economic Governance herausgebildet. Im Rahmen einer intensivierten wirtschaftspolitischen Koordinierung ist dabei die Lohnpolitik immer mehr ins Zentrum gerückt und hat neue Formen einer direkten politischen Intervention in die Verfahren und Ergebnisse der nationalen Tarifpolitik hervorgebracht. Die Zielsetzung dieses neuen lohnpolitischen Interventionismus besteht darin, durch eine nach unten gerichtete Flexibilisierung der Löhne die preislichen Wettbewerbsnachteile der sog. Defizitländer gegenüber den sog. Überschussländern in Europa auszugleichen und damit die Löhne zur zentralen Anpassungsvariable bei makroökonomischen Ungleichgewichten zu machen. Hierbei werden primär drei Instrumente genutzt: die sog. länderspezifischen Empfehlungen im Rahmen des Europäischen Semesters; die "Memorandums of Understanding" zwischen der Troika und den Ländern, die auf internationale finanzielle Hilfe angewiesen sind; sowie den Kauf von Staatsanleihen durch die Europäische Zentralbank. Im Ergebnis kommt es in zahlreichen europäischen Ländern zu umfassenden Lohnkürzungen und -stopps (insbesondere im öffentlichen Dienst), einer restriktiven Mindestlohnpolitik sowie einer radikalen Dezentralisierung bzw. Aushöhlung bestehender Flächentarifvertragssysteme.
