Ein zunehmend gespaltenes Land? – Regionale Einkommensunterschiede und die Entwicklung des Gefälles zwischen Stadt und Land sowie West- und Ostdeutschland

Abstract

Regionale Divergenzen gewinnen in der öffentlichen Debatte zunehmend an Bedeutung, und Forderungen nach politischen Maßnahmen zur Eindämmung regionaler Unterschiede mehren sich. Für die Ausgestaltung solcher Maßnahmen ist es wichtig, die Art der Divergenzen richtig zu erfassen. Eine Analyse der unterschiedlichen wirtschaftlichen und demografischen Entwicklung in deutschen Regionen zeigt, dass die Ungleichheit der verfügbaren Haushaltseinkommen zwischen den Regionen in den letzten Jahrzehnten zurückgegangen ist. Dies gilt sowohl für das Einkommensgefälle zwischen Stadt und Land als auch zwischen West- und Ostdeutschland. Gleichzeitig gibt es jedoch ein wachsendes demografisches Stadt-Land-Gefälle. Die Bevölkerung in ländlichen Regionen sinkt und altert schneller als die Bevölkerung in der Stadt. Dies gilt insbesondere für ländliche Regionen in Ostdeutschland.
