Gestärkt aus der Krise: Potenziale für wissensbasiertes Wachstum

Abstract

In seinem einleitenden Beitrag unterstreicht Ludger Wößmann, ifo Institut und LMU, dass Quellen modernen Wachstums in der Wissensgesellschaft bedeuten vor allem Investitionen in den Wissensbestand der Bevölkerung (Bildung), Generierung und Vermarktung neuen Wissens (Innovation) und Kommunikation von Wissen (IKT-Infrastruktur) bedeuten. Darum habe wissensbasiertes makroökonomisches Wachstum wichtige Implikationen für die mikroökonomische Politik in den Bereichen Bildung, Innovation und IKT-Infrastruktur. Neuere Forschungsergebnisse belegen, dass weder staatliche Ausgaben noch ein staatliches Durchregulieren in allen drei Bereichen die besten Aussichten auf langfristige Erfolge haben, sondern durch den Staat sichergestellte Rahmenbedingungen, die die individuelle Initiative anspornen und privatwirtschaftliche Investitionen anregen.
