Neues Tarifsystem der Deutschen Bahn: Sinnvolle Preisgestaltung im öffentlichen Verkehr?

Abstract

Der Umsatz im Personenfernverkehr der DB AG ist im ersten Halbjahr 2003 um 13% gesunken. Der Rückgang lässt sich nur teilweise mit der schwachen Konjunktur erklären, dazu beigetragen hat mit Sicherheit auch, dass die Kunden das am 15. Dezember 2002 eingeführte neue Tarifsystem nicht angenommen haben. Die Bahn hat nun nachgebessert, und seit 1. August 2003 gelten die geänderten Tarife einschließlich der »wiederbelebten« BahnCard 50. Dr. Andreas Brenck, Fachgebiet für Wirtschafts- und Strukturpolitik der Technischen Universität Berlin, charakterisiert zunächst kurz das »alte neue« Tarifsystem, in dessen Mittelpunkt der Versuch gestanden habe, eine Art »Yield-Management« nach dem Vorbild der Luftverkehrsgesellschaften einzuführen: Durch die »geradezu panikhaft durchgeführten Änderungen« muss die DB AG seiner Ansicht nach selbst bei einer Erholung des Passagieraufkommens mit Erlöseinbußen rechnen. Dagegen geht Dr. Arnold Berndt vom Schweizer Bundesamt für Verkehr in Bern, der die verschiedenen Tarife auf theoretischer Basis verglichen hat, davon aus, »dass Umsatzgewinne ..., zumindest gegenüber dem zwischenzeitlich gültigen Tarifsystem, für die DB AG eine zu erwartende Konsequenz sein (sollten).« Besonders kritisch beurteilt erwartungsgemäß der Bundesvorsitzende des Fahrgastverbandes Pro Bahn e.V., Karl-Peter Naumann, die vom 15. Dezember 2002 bis 31. Juli 2003 gültigen Bahntarife. Anhand verschiedener konkreter Beispiele zeigt er das »vorprogrammierte Chaos« auf. Er weist auf die prinzipiellen Fehler eines Tarifsystems hin, »das aus dem alten Kilometertarif mit relativ freier Routenwahl (»Raumbegrenzung«) und dem streckengebundenen ICE-Tarif zusammengebastelt worden ist.«
