Hartz and more: Zum Abbau der Arbeitslosigkeit durch Leiharbeit

Abstract

Eine Reform des Arbeitsmarktes ist überfällig. Im Verlaufe des Jahres 2002 sind dazu mehrere grundlegende Vorschläge vorgelegt worden - unter anderem vom ifo Institut, der Hartz-Kommission und vom Sachverständigenrat -, die das Instrument der Leiharbeit nutzen wollen, um Arbeitlose in den ersten Arbeitsmarkt zu vermitteln. In der öffentlichen Debatte haben die Vorschläge der Hartz-Kommission die größte Aufmerksamkeit gefunden. Sie beinhalten den Ausbau der gewerblichen Leiharbeit und die Schaffung von Personal-Service-Agenturen (PSA). Diese Maßnahmen dürften einen positiven Beitrag zur Reduktion der Arbeitslosigkeit leisten. Allerdings sollte der Begünstigtenkreis eingeschränkt und auf eine großzügige Subventionierung der PSAs verzichtet werden, um zu große fiskalische Belastungen zu vermeiden.
