Löhne und Arbeitslosengeld: Wie haben sich die HARTZ-Reformen auf die Lohnentwicklung ausgewirkt?

Abstract

Im Zuge der großen Arbeitsmarktreform des Jahres 2005 wurde im Rahmen der Einführung des Arbeitslosengeldes II die bisherige Arbeitslosenhilfe auf das Niveau der Sozialhilfe gesenkt. Volkswirtschaftliche Modelle sagen bei einem solchen Schritt eine lohndämpfende Wirkung voraus. Diese Vorhersage eines negativen Lohnimpulses soll im vorliegenden Beitrag thematisiert und empirisch untersucht werden. Dabei wird mithilfe von Daten der BUNDESAGENTUR FÜR ARBEIT die Lohnreagibilität von Vollzeitbeschäftigten in den sechs wichtigsten Privatwirtschaftsbereichen dargestellt.
