Die Determinanten des Job-Turnover im regionalen Vergleich

Abstract

Hinter den Nettobeschäftigungsverlusten in den neuen Bundesländern verbergen sich ausgeprägte Bruttoströme von Beschäftigungsgewinnen und -verlusten. Die betriebliche Beschäftigungsdynamik, die mit dem Konzept des Job-Turnover analysiert werden kann und Anfang der neunziger Jahre in Ostdeutschland sehr hoch war, nahm im Zeitverlauf ab und näherte sich der Situation in den alten Bundesländern an. Eine Betrachtung der einzelnen Komponenten offenbart jedoch noch einige Unterschiede zwischen den neuen und den alten Bundesländern. Insbesondere steht in Ostdeutschland dem relativ hohen Ausmaß der Vernichtung von Arbeitsplätzen kein ausreichender Aufbau gegenüber. Die Betrachtung nach Wirtschaftszweigen zeigt zudem, dass auch alle einzelnen Branchen in Ostdeutschland eine höhere betriebliche Beschäftigungsdynamik als in den alten Bundesländern aufweisen. Die abschließende ökonometrische Analyse weist der Betriebsgröße und dem Alter den größten Erklärungsgehalt für das Ausmaß des Job-Turnover und seiner Komponenten zu.
