Zwei Jahre nach der EU-Osterweiterung: geringe Mobilität von Arbeitskräften aus den neuen EU-Mitgliedsländern

Abstract

Nach einem Überblick über den Bevölkerungsbestand von EU-Staatsangehörigen in anderen Mitgliedsländern werden die Regelungen für den Arbeitsmarktzugang von Arbeitskräften aus neuen EU-Mitgliedsländern betrachtet. Dabei zeigt sich, dass Großbritannien und Irland aufgrund ihrer liberalen Zuwanderungspolitik einen höher als erwarteten Zuwanderungsstrom von Arbeitskräften aus den MOEL-8 verzeichnen konnten. Aufgrund von Netzwerkeffekten in der Migration und dem absehbaren Rückgang der erwerbsfähigen Bevölkerung in der Europäischen Union wird abschließend die Frage diskutiert, inwiefern für Deutschland eine sofortige und gezielte Öffnung des Arbeitsmarktes erstrebenswert erscheint.
