Abstract

This study examines the mediating effects within the relationship between organizational culture, government policies, and the quality of public services. Through structural equation modeling, the complex relationships and interdependencies among these critical variables are explored. The SEM results highlight the significant impact of organizational culture and government policies on the quality of public services, as well as the mediating role of strategic human resource management practices within this relationship. By understanding and quantifying these mediating effects, the study makes significant contributions to understanding how organizational dynamics and government policies influence the quality of public services. These findings have important practical implications for organizational management and policy formulation aimed at improving public services and the efficiency of the public sector.
