Urban–rural continuum: an overview of their interactions and territorial disparities

Abstract

This study provides a quantitative analisis of the interactions between urban and rural areas and related territorial disparities in the European Union (EU). Relevant societal themes such as population changes, access to services, broadband internet connectivity, house prices, tourism and land‐use/cover flows are examined by mean of indicators computed with the most recent data at the highest spatial resolution. The degree of urbanization (cities, towns and suburbs, rural areas) is used to identify territorial differences and to compare EU regions. Results show that rural and remote areas are lagging in terms of relevant territorial assets compared with more urbanized typologies, with strong variations from region to region depending on the analysed theme. The study provides quantitative and graphical information by applying a descriptive statistical analysis of the indicators and a spatial multicriteria assessment to help with decision‐making processes. It concludes by summarizing the most important outcomes with a set of policy recommendations. Este estudio ofrece un análisis cuantitativo de las interacciones entre las zonas urbanas y rurales y las disparidades territoriales relacionadas en la Unión Europea (UE). Los temas sociales relevantes, como los cambios demográficos, el acceso a los servicios, la conectividad a Internet de banda ancha, los precios de la vivienda, el turismo y los flujos de uso/cobertura del suelo, se examinan mediante indicadores calculados con los datos más recientes a la máxima resolución espacial. El grado de urbanización (ciudades; pueblos y suburbios; zonas rurales) se utiliza para identificar las diferencias territoriales y comparar entre regiones de la UE. Los resultados muestran que las zonas rurales y remotas están rezagadas en términos de activos territoriales relevantes en comparación con las tipologías más urbanizadas, con fuertes variaciones de una región a otra en función del tema analizado. El estudio proporciona información cuantitativa y gráfica mediante la aplicación de un análisis estadístico descriptivo de los indicadores y una evaluación espacial multicriterio con la que ayudar en los procesos de toma de decisiones. Se concluye con un resumen de los resultados más importantes junto con una serie de recomendaciones sobre políticas. 本稿では、欧州連合(EU)における都市と農村地域との相互作用及びそれに関連する地域格差の定量的分析を行う。人口の変化、サービスへのアクセス、ブロードバンドインターネットの接続の可否、住宅価格、観光、土地利用/土地被覆のフローなど、重要な社会的課題を、最高の空間解像度で最新のデータで計算された指標を用いて検討する。都市化の程度(都市、町及び郊外、農村地域)で地域の違いを特定し、EUの地域を比較する。結果から、農村地域と辺境地は、都市化が進んだ地域と比較して、重要な地域資産(relevant territorial asset)という点で遅れており、分析した課題によって地域ごとに大きなばらつきがあることが示される。意思決定プロセスを支援するために指標の記述統計分析と空間的な多基準評価を適用した本研究から、定量的及び図解的情報が得られる。最後に、最も重要な成果と政策提言を要約する。
