Management of agricultural land in Poland in 2000-2018

Abstract

The article presents changes in the management of agricultural land in Poland in the years 2000-2018, in statistical terms (with particular emphasis on the years 2016-2018), mainly in the scope of market and non-market trade in private land; acquisition of agricultural real estate by foreigners and management of the Agricultural Property Resource of the State Treasury. The turning point of 2016 was adopted as the year of introduction of the act on suspending the sale of agricultural real estate of the State Treasury, which - as assumed in the research thesis - influenced the limitation of the intensity of land turnover. The results of the analysis allow us to verify this thesis, as in the years studied the number of purchase and sale transactions of agricultural real estate decreased; the increase in agricultural land prices on the private market was slowed down; the intensity of land acquisition by foreigners decreased; the intensity of land sales from the Resource decreased radically; the share of market transactions decreased significantly in favour of non-market transactions and land prices obtained by ANR/KOWR for agricultural land decreased, and the expected increase in the institution of leasing did not occur.
