Globalisierung von Produktionsstrukturen: Eine arbeits- und industriepolitische Analyse globaler Entwicklungsverbünde

Abstract

Mit dem hier vorliegenden Text werden die Ergebnisse der ersten Phase eine Forschungsprojektes vorgelegt, das sich auf die Untersuchung von Entwicklungsprojekten in internationalen Kooperationen und strategischen Allianzen richtet. Ausgangspunkt ist die Bildung von globalen Arbeitsprozessen als Kombination von geografisch auf eine Mehrzahl von verschiedenen Partnern verteilten Subprozesse, Effizienz und Ineffizienz solcher Prozesse sind nur partiell eine Frage des erfolgreichen Managements auf strategischer Ebene - mindestens genauso wichtig ist das Gelingen der Zerteilung von Aktivitäten und deren Koordinierung in einem einheitlichen Arbeitsprozeß. Die Wiederentdeckung des Arbeitsprozesses in internationalen Entwicklungskooperationen ist damit ein zentrales Anliegen des Forschungsvorhabens. Eingebettet in eine Branchenanalyse zur Telekommunikations- und Halbleiterindustrie stehen elf Vergleichsfallstudien aus den drei Triaderegionen im Zentrum der Untersuchung. Drei Kernfallstudien werden ausführlich dargestellt und öffnen den Blick für die Aufeinanderbezogenheit von Strategie- und operativer Ebene in internationalen Kooperationen. Alle Fallstudien werden im Hinblick auf ausgewählte Querschnittsthemen ausgewertet und auf Basis der Literatur bewertet: Globalisierungstrends und Entwicklungsverbünde, Internationalisierung von Unternehmen, Strukturgenese von Kooperationsverbünden, Performanz und Integration von Entwicklungsverbünden, global better practices sowie Internationalisierung von Entwicklungskooperationen und nationalstaatliches Institutionengefüge. In Kontrast zu bisherigen Befunden der Literatur kommt das Projekt u.a. zum Ergebnis, daß horizontale Produktentwicklungskooperationen sich oft auch auf das Kerngeschäft der Unternehmen beziehen, verbunden mit hoher technologischer Komplexität und hoher strategischer Relevanz. Herausgearbeitet wird zudem, daß das graduell unterschiedliche Gewicht rationaler Wahl und beziehungsbasierter Faktoren ökonomischen Konzepten widerspricht, die strategische Allianzen als ungebrochene Umsetzung strategischer Kalküle beschreiben.
