Strategische und methodische Ansatzpunkte zur Ermittlung des regionalen Qualifikationsbedarfs

Abstract

Fasst man bisherige Evaluationsstudien von Qualifizierungsmaßnahmen zusammen, zeigt sich bei den Beschäftigungseffekten ein uneinheitliches Bild. Erfahrungen zeigen jedoch, dass mit einer systematischen Beobachtung des Qualifikationsbedarfs auf regionaler Ebene die Ergebnisse verbessert werden können. Hier setzt der vorliegende Bericht an: Es wird die Frage gestellt, inwiefern regionale Analysen des Qualifikationsbedarfs zu mehr Effizienz in der Bildungs- und Arbeitsmarktpolitik einerseits, zu einem besseren Matching am Arbeitsmarkt andererseits beitragen können. Es wird ein Vorschlag entwickelt, wie systematische Analysen, auch unter der Berücksichtigung von Kosteneffizienzaspekten, gestaltet werden sollten. Im Zentrum der Betrachtung stehen dabei sowohl methodische als auch institutionelle Aspekte zur Schaffung einer regionalisierten Informationsbasis. Vorgeschlagen wird eine Kombination aus quantitativen Prognosen und qualitativen Partialanalysen, die auf vorhandene regionale Netzwerke aufbaut und die Basis für eine zielgerichtete, integrierte regionale Arbeitsmarkt-, Bildungs- und Strukturpolitik darstellt.
