Berechnungen der finanziellen Wirkungen und Verteilungswirkungen für eine integrierte Krankenversicherung mit einem progressiven Beitragssatz

Abstract

Die gegenwärtige Finanzierung der gesetzlichen Krankenversicherung (GKV) ist unter anderem durch einen proportionalen Beitragstarif für Einkommen bis zur Beitragsbemessungsgrenze gekennzeichnet. Das Diskussionspapier behandelt eine Alternative der Beitragsfinanzierung, nämlich einen progressiven Verlauf des Beitragssatzes. Durch diesen progressiven Tarif würde die Beitragsfinanzierung der GKV der Einkommenssteuer ähnlicher werden. Die in dem Diskussionspapier vorgenommenen Berechnungen zu dieser Finanzierungsalternative sind eingebettet in ein weitere Überlegungen zu einer integrierten Krankenversicherung. Diese ist gekennzeichnet ist durch eine Integration von GKV und PKV, die Verbeitragung aller Einkommensarten und eine Anhebung der Beitragsbemessungsgrenze.In dem Papier werden auf Grundlage von Daten des Sozio-oekonomischen Panels (SOEP) die fiskalischen Effekte und ausgesuchte Verteilungswirkungen eines Modells der integrierten Krankenversicherung mit einem progressiven Beitragsverlauf berechnet und sowohl dem Status quo wie auch einer weiteren Reformalternative gegenübergestellt.
