Über optimale Migrationsentscheidungen in einem Multi-Armed-Bandit-Migrationsmodell mit risikoaversen Migranten und variierendem Risiko

Abstract

In der vorliegenden Arbeit wurde das Verhalten des Migrations-Gittins-Index, welcher im sequentiellen Migrationsmodell die optimale Migrations-"Politik" determiniert, und variierendem Risiko untersucht. Das Hauptinteresse lag auf der Frage, inwieweit sich das für risiko-neutrale Migranten bekannte Ergebnis, daß für sie Länder mit höherem Risiko bezüglich der Verteilung der Lebensqualität attraktiver sind als solche mit kleinerem Risiko, bei risikoaversen Migranten verändert. Zunächst wurde formal die Idee präzisiert, daß das, was bei Risikoneutralität gilt, auch für wenig risikoaverse Individuen gelten sollte. Sodann wurde nur solches Risiko betrachtet, welches sich durch eine Rechteckverteilung in einem Intervall [a-£, a+£] darstellen läßt. Dadurch wurde es möglich, einen positiven Zusammenhang zwischen Höhe des Risikos, gemessen durch E, und jenen kritischen Migrationskosten k(E) aufzuzeigen, unterhalb derer Unsicherheit vom Grad £ immer attraktiver ist als Sicherheit. Schließlich wurde versucht, diese kritische Höhe k(E) der Migrationskosten in Beziehung zum Grad der Risikoaversion zu setzen. Unter "bestimmten Bedingungen" konnte dann gezeigt werden, daß diese kritischen Kosten umso niedriger anzusetzen sind, je risikoaverser der Migrant ist. Offen mußte hierbei der Nachweis bleiben, daß eine Klasse von Nutzenfunktionen mit diesen "bestimmten Bedingungen" existiert - doch wäre es sehr überraschend, wenn stattdessen ein Unmöglichkeits-Theorem gezeigt werden kann.
