Wettbewerb im Stromsektor der USA I: Re-Regulierung der Großhandelsebene

Abstract

Gegenstand des Beitrages sind die Umstrukturierungen der Stromwirtschaft in den Vereinigten Staaten. Im Gefolge von Gesetzesreformen auf der Bundesebene - dem Public Utilities Regulatory Policies Act von 1978 und dem Energy Policy Act von 1992 - beginnt sich zunehmender Wettbewerb in der Stromversorgung zu entfalten. Das Modell des vertikal integrierten Gebietsmonopols wird abgelöst durch entflochtene Formen der Stromversorgungsunternehmen. Insbesondere in der Stromerzeugung gewinnen neue Unternehmen erhebliche Marktanteile. Die föderale Struktur der Vereinigten Staaten bedingt eine Entwickung zum Teil heterogener wettbewerblichen Strukturen in den einzelnen Bundesstaaten. In diesem Beitrag werden die gesetzlichen Änderungen auf der Bundesebene und deren Auswirkungen auf Markstrukturen und Regulierungen diskutiert. Dabei wird ausführlich auf die neuere Politik der Federal Energy Regulatory Commission eingegangen, die als Ziel die Etablierung eines Common Carrier-Modells auf der Ebene des Stromübertragung hat. Angestrebt wird die Etablierung eines funktionsfähigen Großhandelsmarktes für Strom.
