Die Grundzüge der Strommarktregulierung auf der Bundesebene der Vereinigten Staaten und in Kalifornien

Abstract

In diesem Papier werden die Grundzüge der Strommarktregulierung in den Vereinigten Staaten und in Kalifornien dargestellt. Dabei wird zunächst auf die zentralen Vorgaben des Bundesgesetzgebers (PUHCA, FPA, PURPA, EPAct) und auf die Regulierungspolitik der Bundesregulierungsbehörde für Energie (FERC) eingegangen (insbesondere auf die Order 888, 889 und 2000). Anschließend werden die Reformen in Kalifornien dargestellt. Der Beitrag schließt mit einer Zusammenfassung der zentralen Charakteristika der kalifornischen Restrukturierung und einem kurzen Vergleich mit dem europäischen und deutschen Ansatz zur Strommarktliberalisierung.
