Industrial policy and repressed structural change in West Germany

Abstract

In diesem Aufsatz wird der Einfluß der Außen- und Binnenprotektion auf das Tempo des Strukturwandels in der Bundesrepublik untersucht. Dafür werden detaillierte statistische Informationen über Zolle und Subventionen nach 31 Wirtschaftszweigen präsentiert. Die Auswirkungen dieser Protektionsmaßnahmen werden mit einem modifizierten Konzept der effektiven Protektion analysiert. Es wird gezeigt, daS sich die Industriepolitik in der Bundesrepublik zunehmend auf die Konservierung von Ricardo-Industrien konzentriert und den sektoralen Strukturwandel spürbar behindert.
