Zu den Voraussetzungen der Europäischen Währungsunion

Abstract

• Eine Währungsunion von politisch souveränen Staaten benötigt eine gemeinsame Philosophie über die Ent-Politisierung des Geldwesens. • Eine Währungsunion braucht ein einigermaßen einheitliches ökonomisches Erklärungsparadigma für monetäre Phänomene. • Die nationale Finanzpolitik muß sich in einer Währungsunion binden, damit politischer Druck auf die Europäische Zentralbank vermieden wird, eine eher laxe Geldpolitik zu betreiben. • In einer Währungsunion müssen die nationalen Arbeitsmärkte flexibler werden, sonst nimmt die Arbeitslosigkeit zu. • Eine Sozialunion würde die Arbeitslosigkeit in Europa erhöhen; sie ist in einer Währungsunion schwerer zu realisieren. Im Interesse von mehr Beschäftigung muß eine Sozialunion zurückgestellt werden. • Eine Währungsunion geht mit einem größeren Transferbedarf einher. Die Höhe der Transfers nimmt mit der Heterogenität der Mitgliedsländer zu. • Die Erfüllung der Kriterien für die Aufnahme in die Währungsunion ist für die Funktionstüchtigkeit des neu zu schaffenden Geldwesens erforderlich. Wenn die Kriterien gedehnt werden, verliert das Vorhaben an Glaubwürdigkeit. • Eine Teilwährungsunion darf nicht zur Spaltung Europas führen.
