Zur Interpretation des Haushaltsüberschusses im Jahr 2012

Abstract

Die öffentlichen Haushalte konnten im vergangenen Jahr in Abgrenzung der VGR zum ersten Mal seit dem Jahr 2007 einen Überschuss ausweisen und dies, im Gegensatz zu damals, in einem konjunkturell eher verhaltenen Umfeld. So weist eine Vielzahl von Potenzialschätzungen daraufhin, dass die Produktionslücke 2012 in etwa geschlossen war. Entsprechend der Regeln zur Feststellung des strukturellen Budgetsaldos, die in der Schuldenbremse und beim Fiskalpakt Anwendung finden, würde man den Haushaltsüberschuss somit in ähnlichem Umfang als strukturell interpretieren. Die öffentlichen Haushalte hätten folglich die Vorgaben der Fiskalregeln sogar übertroffen. Jedoch sollte dies nicht zum Anlass genommen werden, Spielräume für zusätzliche Ausgaben bzw. Abgabensenkungen zu sehen. Das Konzept des strukturellen Budgetsaldos beinhaltet zwar eine Konjunkturbereinigung, sollte aber nicht unbedingt als Indikator für die mittelfristige Haushaltslage interpretiert werden. An dieser Stelle sollen daher wesentliche Sondereffekte identifiziert und quantifiziert werden, die die Haushaltslage 2012 überzeichnet haben können, mit dem Ziel mittelfristige Aussagen ableiten zu können.
