Streichung der Schuldenbremse aus der Landesverfassung sinnvoll, einfache Rückkehr zur alten Regelung nicht überzeugend

Abstract

Der Antrag fordert die Aufhebung der gegenwärtigen Regelung zur Schuldenbremse in der hessischen Landesverfassung und die Rückkehr zur bis 2011 existierenden Regelung der Nettokreditaufnahme. Begründet wird dies damit, dass sich die Schuldenbremse angesichts der Coronakrise als nicht praktikabel erwiesen habe und Maßnahmen zur Abwehr ökonomischer und sozialer Krisenfolgen erschwere. Die grundsätzliche Kritik an der Schuldenbremse ist angesichts ihrer konzeptionellen Mängel gerechtfertigt (Abschnitt 2). Dass bis zur Krise 2020 die Probleme der Schuldenbremse nicht gravierend zu sein schienen, ist wesentlich durch den unerwartet schnellen und langen Aufschwung und die entsprechend gute Entwicklung der Steuereinnahmen zu erklären (Abschnitt 3). Dennoch wurden schon vor der Coronakrise die kritischen Stimmen lauter, die insbesondere eine investitionsorientierte Reform der Schuldenbremse forderten (Abschnitt 4). Eine simple Rückkehr zur alten Verfassungsnorm von 2011 würde jedoch die Probleme nicht lösen. Vielmehr müsste auch das Grundgesetz entsprechend angepasst werden. Zudem wären alternative Regelungen in der hessischen Landesverfassung denkbar. Unabhängig davon bedürfte es Änderungen des Ausführungsgesetzes (Abschnitt 5).
