Mitbestimmung als Konstante in der Pandemie: Monitor Digitalisierung in Betriebsvereinbarungen

Abstract

Die Pandemie bestimmt den Alltag der Mitbestimmungsakteure. Betriebs- und Dienstvereinbarungen wurden abgeschlossen, um die Produktion aufrechtzuerhalten, die Beschäftigung mit Rücksicht auf den Gesundheitsschutz zu sichern. Individuelle Herausforderungen wie Kinderbetreuung müssen berücksichtigt werden. Die Corona-Pandemie erhöht das Digitalisierungstempo. Bereits vor der Pandemie wurden Qualifizierungskonzepte sozialpartnerschaftlich ausgehandelt, um den sich stetig ändernden Anforderungen gerecht zu werden. Orts- und zeitflexibles Arbeiten ist ein zentrales Thema der Corona-Pandemie. Die betriebliche Regelungspraxis steht vor vielen Herausforderungen. Nicht nur Beschäftigte, auch Mitbestimmungsakteure sind teils ortsabwesend tätig. Beschäftigte können sich vorstellen, ebenso nach der Corona-Pandemie Homeoffice und Präsenzarbeit zu kombinieren. Die Folge: Veränderung der Arbeitsorganisation wie z. B. DeskSharing und neue Büroraumkonzepte. Die Arbeitswelt der Zukunft gestalten dies gilt auch nach der Pandemie. Die Aufgaben von Betriebs- und Personalräten verändern sich spürbar. Immer komplexere Fragen müssen beantwortet werden. Wie können die Gremien den Wandel begleiten und die Rolle des Gestalters übernehmen?
