Existenzgründungsförderung in Deutschland: Zwischenergebnisse aus der Hartz-Evaluation

Abstract

Die Existenzgründungsförderung für Arbeitslose gewinnt als arbeitsmarktpolitisches Instrument in Deutschland zunehmend an Bedeutung. Mit der Einführung des Existenzgründungszuschusses (ExGZ) zum 1.1.2003 steht gründungswilligen Arbeitslosen – neben dem Überbrückungsgeld (ÜG) – nun ein zweites Förderinstrument zur Verfügung. Im Jahr 2004 nutzten insgesamt mehr als 350.000 Personen eines der beiden Programme und unterstreichen damit deren Bedeutung im arbeitsmarktpolitischen Kanon. Im Rahmen der Hartz-Evaluation ist es nun erstmals möglich, beide Programme im Hinblick auf Zielgruppenauswahl und Effektivität zu beurteilen. Erste Ergebnisse zeigen, dass sowohl ÜG als auch ExGZ helfen, eine Rückkehr in Arbeitslosigkeit zu vermeiden. Insbesondere für das Überbrückungsgeld basiert diese Aussage auf einem ausreichenden Zeitraum nach Beendigung der Förderung, während beim ExGZ die Förderung zum Untersuchungszeitpunkt noch andauerte und somit erst ein Zwischenfazit möglich ist. Weiterhin werden mit dem ExGZ Zielgruppen erreicht, die bisher im gesamten Gründungsgeschehen unterrepräsentiert waren. Dementsprechend unterscheiden sich ÜG- von ExGZ-Gründungen erheblich.
