Productivity: COMPROMISO Y RESULTADOS EN LA PRIMERA INFANCIA: PROGRESOS Y OBSTÁCULOS

Abstract

El desarrollo en la primera infancia es sin duda un gran promotor de sociedades más productivas y equitativas. El Estado chileno así lo reconoce e incorpora como prioridad en su agenda con impresionantes resultados, especialmente en cobertura de educación y cuidado. Aunque todavía quedan niños, principalmente de zonas aisladas y vulnerables, sin real acceso a cuidados de calidad y en la perspectiva internacional persisten brechas entre lo avanzado y la posición que quisiéramos alcanzar. La principal preocupación es calidad. El orgullo por las mejoras de cobertura deja paso a la preocupación, al constatar que no ha habido un avance similar en calidad. La institucionalidad vigente tiene mucho que ver con esto y para seguir avanzando se requiere una redefinición de los roles, modificaciones al financiamiento y estándares mínimos apropiadamente fiscalizados.
