Öffnung der Arbeitsmärkte zum 1. Mai 2011 : Positive Effekte überwiegen

Abstract

Ab Mai 2011 gilt auch in Deutschland die vollständige Arbeitnehmerfreizügigkeit und Dienstleistungs-freiheit gegenüber den zum 1. Mai 2004 beigetretenen Mitgliedstaaten Mittel- und Osteuropas. Bishe-rige Beschränkungen in Form von Arbeitserlaubnissen und Verwaltungsverfahren entfallen damit. Für die 2007 beigetretenen Länder Bulgarien und Rumänien gilt dies erst ab Januar 2014. Der Beitrag skizziert zunächst die bislang geltenden Einschränkungen und diskutiert die zu erwarten-den Auswirkungen für Deutschland und die neuen Mitgliedstaaten. Entgegen vielfachen Befürchtun-gen ist im Zuge der Migration aus den neuen EU-Mitgliedstaaten in Deutschland keine Verdrängung einheimischer Arbeitskräfte oder ein Absinken des Lohnniveaus festzustellen. Auch die befürchtete Zuwanderung in die Sozialsysteme ist nicht erfolgt. Vielmehr ist davon auszugehen, dass von der Zuwanderung das Empfängerland profitiert und es sogar zu Wohlstandssteigerungen kommt. Die neuen Mitgliedstaten sind zwar mit der Abwanderung hoch qualifizierter Arbeitskräfte konfrontiert, ein signifikanter ‚brain drain’ mit Folgen für Arbeitsmärkte und Wirtschaft in diesen Ländern ist jedoch nicht zu erkennen.
