Determinantes del gobierno electrónico en las municipalidades: Evidencia del caso chileno

Abstract

Se analiza el nivel de gobierno electrónico y sus determinantes en las municipalidades de las cinco regiones más pobladas de Chile. Se trabaja con una base de datos con 188 municipios que concentran más del 71% de la población nacional estimada en 2016. Se calcula, describe y georreferencia un índice e-valor 2016 para evaluar el suministro de servicios digitales en cada uno de los municipios. Se analizan predictores del índice con modelos de regresiones lineales. Los factores analizados se relacionan con las dimensiones que la teoría distingue como necesarias para la implementación de estrategias de gobierno electrónico. Los principales hallazgos muestran patrones de distribución espacial en la Región Metropolitana de Santiago y permiten identificar la importancia de la infraestructura, el capital político del alcalde y la independencia financiera del municipio como determinantes significativos para desarrollar exitosamente iniciativas de gobierno electrónico a nivel municipal.
