Ökonomische Analyse des Rentenreformpakets der Bundesregierung

Abstract

In dem im Frühjahr 2012 vorgelegten sog. Rentenpaket sind mehrere Maßnahmen zusammengefasst, die punktuelle Änderungen am Altersvorsorgesystem implizieren. Die Zuschussrente und Leistungsverbesserungen für Erwerbsminderungsrentner sollen der drohenden Zunahme von Altersarmut begegnen. Die Kombirente soll den gleitenden Übergang aus dem Arbeitsleben in den Ruhestand erleichtern und die Erwerbstätigkeit Älterer erhöhen. Mit der Einführung einer Vorsorgepflicht für Selbständige will man die Alterseinkommenssituation der Selbständigen verbessern. Die Verbreitung der Riester-Rente soll durch die Einführung von Produktinformationsblättern und durch neue Regeln hinsichtlich der Kostengestaltung und -transparenz gefördert werden. Insbesondere die Zuschussrente erweist sich in vielerlei Hinsicht als problematisch. So sorgt sie z.B. für enorme Ungleichbehandlungen und kann negative Beschäftigungsanreize erzeugen. Mit der Zuschussrente wird ein zweites Fürsorgesystem neben der Grundsicherung im Alter etabliert. Innerhalb der Gesetzlichen Rentenversicherung ist sie systemfremd und erzeugt einen enormen Verwaltungsaufwand. Die Kombirente kann Frühverrentungsanreize erhöhen und durch die neuen freiwilligen Zusatzbeiträge zur Gesetzlichen Rentenversicherung könnte die private kapitalgedeckte Zusatzvorsorge verdrängt werden. Die Erhöhung der Zurechnungszeit und die Günstigerprüfung im Bereich der Erwerbsminderungsrente können helfen, das Armutsrisiko der Erwerbsminderungsrentner zu reduzieren.
