Pauvrete Des Capacites Au Tchad: Une Exploration Des Dimensions Manquantes Des Donnees Dans La Capitale N'Djamena

Abstract

La pauvreté est une réalité très présente au Tchad dont la mesure dans une perspective multidimensionnelle est reconnue de plus en plus comme une nécessité à travers le monde. En se basant sur l’approche des capacités de Sen, l’Initiative d’Oxford pour la pauvreté et le développement (OPHI) a identifié des dimensions de la qualité de vie qui sont jusque-là absentes ou peu considérées dans les enquêtes. Cette étude intègre les instruments de collecte de données sur les dimensions manquantes des données dans une enquête légère auprès des ménages de la ville de N’Djaména. Une exploration des données collectées a permis de retenir huit dimensions représentées par douze indicateurs pour conduire une analyse de la pauvreté utilisant les mesures de Alkire et Foster (2009). L’étude a montré que la contribution des privations sur les dimensions manquantes à la pauvreté est très importante : la précarité dans l’emploi contribue à elle seule au 1/5 de la pauvreté et l’insécurité a une contribution de 7%. Il a été mis en évidence que les femmes chef de ménage vivent plus dans la pauvreté que les chefs de ménage du sexe opposé. Il faut donc que la Stratégie nationale de protection sociale (SNPS) en élaboration doit accorder une priorité aux politiques de promotion de l’emploi décent et assurer la sécurité des personnes et des biens, avec un renforcement de la promotion de la femme
