Agenda Zuwanderung: Zehn-Punkte-Aktionsplan des IZA für gesteuerte Arbeitsmigration und bessere Integration

Abstract

Die künftige deutsche Zuwanderungspolitik wird sich daran messen lassen müssen, inwieweit es ihr gelingt, verlorenen Boden im Wettbewerb um qualifizierte Zuwanderer gut zu machen. Der kurzfristig noch gut beherrschbare, punktuelle Bedarf an Fachkräften wird sich aufgrund der dynamischen demographischen Entwicklung im Jahrzehnt nach 2015 erheblich ausweiten. Eine weitsichtige politische Strategie stellt dies durch proaktives Handeln in Rechnung und leitet rasch die unvermeidbaren Schritte auch auf dem Gebiet der Zuwanderungspolitik ein. Deutschland als Zielland für international gesuchte Spitzenkräfte zu etablieren und das entsprechende Instrumentarium sorgfältig zu erproben, benötigt viel Zeit und muss deshalb umgehend in Angriff genommen werden. Auch muss frühzeitig vorbeugend dafür gesorgt werden, die Einwanderung geringer qualifizierter Migranten zu vermeiden. Das IZA legt mit seiner "Agenda Zuwanderung" einen Zehn-Punkte-Aktionsplan vor, der folgende Handlungsfelder absteckt: (1) Sofort handeln: Zuwanderungsgesetze ändern, Spracherwerb fördern. (2) Transparenz schaffen: Onlineportal für Zuwanderer einrichten. (3) Zuwanderer auswä hlen: Punkte-Auswahlsystem einführen. (4) Zuwanderung begrenzen: Quotensystem etablieren. (5) Qualifikation nutzen: Bildungsabschlüsse anerkennen und Studienabsolventen halten. (6) Kurzfristigen Bedarf decken: Befristete Arbeitsmigration organisieren. (7) Auf Kinder setzen: Frühkindliche Integration fördern. (8) Zuwanderungsstandort Europa stä rken: White Card-Initiative starten. (9) Ursachenforschung betreiben: Auswanderung aktiv entgegenwirken. (10) Kompetenzen bü ndeln: Migrations- und Integrationsministerium schaffen.
