Wirkungen von Ein-Euro-Jobs: Für ein paar Euro mehr

Abstract

"Ein-Euro-Jobs haben sich seit ihrer Einführung im Jahr 2005 zur quantitativ bedeutendsten Maßnahme der aktiven Arbeitsmarktpolitik im SGB II entwickelt. 2007 wurden mehr als 750.000 neue Förderungen begonnen. Ziel von Ein-Euro-Jobs ist es, die Beschäftigungsfähigkeit der Teilnehmer zu erhöhen. Sie können aber auch zur Überprüfung der Arbeitsbereitschaft eingesetzt werden. Die Wirkungsanalyse weist darauf hin, dass Teilnehmer in der Zeit, in der viele Teilnahmen noch nicht abgeschlossen sind, geringere Beschäftigungschancen haben. Diese negativen Effekte sind jedoch im Vergleich zu verwandten Maßnahmen wie den ABM recht niedrig. Etwa 18 bis 20 Monate nach Maßnahmestart wirkt sich die Teilnahme bei einigen Gruppen positiv auf ihre Eingliederungswahrscheinlichkeit aus. Dazu gehören insbesondere westdeutsche Frauen, Teilnehmer im Alter von über 24 Jahren und Personen, die lange keine reguläre Beschäftigung ausgeübt haben. Bei unter 25-Jährigen hingegen hat die Teilnahme keinen Eingliederungseffekt. Für Teilnehmer aus Regionen mit unterschiedlichen Arbeitslosenquoten zeigen sich ähnliche Eingliederungswirkungen. Die Teilnahme trägt innerhalb der Beobachtungszeit von zwei Jahren nach Maßnahmebeginn nicht zur Beendigung der Hilfebedürftigkeit bei." (Autorenreferat, IAB-Doku)
