Abstract

Ce travail est consacré à une question ancienne, mais qui connaît depuis quelque temps un vif regain d'intérêt : celle de la productivité dans ses relations aux services publics. Les services publics constituent une épreuve particulièrement difficile pour la productivité (sa définition, son évaluation, mais aussi sa mise en oeuvre stratégique), dans la mesure où ils ajoutent aux difficultés traditionnelles induites par la dimension service de l'output, d'autres difficultés liées à sa dimension publique (ou non-marchande). Ce bilan se propose de rendre compte, d'une part, de ces difficultés analytiques, et d'autre part, d'un certain nombre d'expériences de mesure (méthodes indicielles traditionnelles, techniques des frontières), en mettant en évidence l'intérêt des grilles alternatives plus critiques, qui n'hésitent pas à s'interroger sur la pertinence du concept de productivité, dans certains cas.
