Abstract

La problématique foncière est au coeur de la politique agricole. La terre est un bien stratégique pour les populations vivant de l'agriculture, qu'elles soient rurales ou urbaines. Elle constitue une des bases de l'activité économique et du fonctionnement des institutions marchandes et non marchandes. La question du statut de la terre et du partage de son usufruit revêt un intérêt particulier dans un contexte de flou juridique et de faible productivité qui caractérise l'agriculture du Sénégal depuis l'ajustement structurel. Les controverses sur le foncier sont aujourd'hui vives, car la Banque mondiale a décrété que seules les réformes agraires guidées par la perspective de créer un marché de la terre sont efficaces. Or, si l'Afrique subsaharienne, dans sa large majorité, ne privilégie pas encore officiellement cette orientation, le débat est dores et déjà lancé.
