Abstract

L'intérêt pour l'évaluation des politiques d'emploi s'est développé dans un contexte de recomposition structurelle conjointe du marché du travail et des formes d'intervention de l'Etat. Cet ouvrage est basé sur l'analyse des pratiques d'évaluation des programmes d'emploi et de formation américains depuis les années 80. Il commence par exposer l'état du marché du travail américain et les grands traits de la politique d'emploi. L'institutionnalisation précoce de l'évaluation de ces politiques et la constitution d'un "marché" où prédominent les firmes privées sont deux caractéristiques du cas américain. Ensuite, trois registres d'évaluation sont présentés : l'évaluation microéconomique, l'analyse coût-bénéfice et l'évaluation de processus. Pour chacun sont analysés les fondements théoriques, les méthodes et les limites, et une mise en perspective avec les pratiques françaises.
