Bonne gouvernance versus démocratie : les rhétoriques de la Banque mondiale et des ONG du Nord face aux réalités

Abstract

Depuis le début des années 1990, les experts de la Banque mondiale, les professionnels des ONG du Nord, les chercheurs en Sciences sociales se sont penchés avec beaucoup d'attention sur la question de la contribution des ONG locales à la gouvernance dans leur pays. Deux rhétoriques se sont alors développées sur le rôle positif des ONG locales dans la mise en œuvre d'une « bonne gouvernance » et d'un processus de démocratisation de la société des pays en développement, elles ont aussi fait l'objet de nombreuses critiques.Dans ce débat contradictoire, les ONG locales sont considérées comme un bloc monolithique, ce qui est loin d'être le cas dans la réalité. Les conditions nécessaires pour que les ONG locales participent à la démocratisation de leur société ne sont pas non plus évoquées. Nous montrerons en nous appuyant sur des exemples latino-américains et africains que deux conditions apparaissent nécessaires : que les ONG locales soient connectées aux autres acteurs de la société ; que les ONG locales soient portées par la dynamique des mouvements sociaux.
