Abstract

Nos sociétés font davantage régulièrement face à diverses catastrophes (économiques, naturelles, environnementales, sanitaires, etc.). Dans un tel contexte, les organisations territoriales sont appelées à être résilientes, c'est-à-dire à se préparer aux risques de catastrophes. Ce constat fait, la mise en oeuvre de la résilience au sein des territoires est cependant complexe, tant le concept demeure flou et peu opérationnel. De plus, nous notons un fort besoin de cadres d'analyses de la résilience territoriale. Tout en revisitant la littérature sur la résilience et en nous basant sur les expertises de praticiens de la sécurité civile, nous proposons un cadre d'analyse du potentiel de résilience territoriale. A travers celui-ci, nous identifions, aux différentes échelles territoriales, les compétences et processus générateurs de résilience. Ce faisant, notre étude se veut une contribution à une meilleure compréhension des mécanismes de résilience territoriale.
