Risk effects of crop support measures

Abstract

L'objectif du document est de mesurer les effets sur la production de diverses catégories de mesures de soutien interne lorsque le risque auquel font face les agriculteurs et les effets de ces mesures de soutien en terme de réduction de ce risque sont pris en compte. Pour ce faire, on utilise la base de données des ESP (Estimation du soutien aux producteurs) et le modèle d'équilibre partiel MEP (Matrice d'évaluation des politiques) de l'OCDE. La dimension temporelle de la base de données des ESP est exploitée pour estimer la contribution de chaque catégorie de mesures de soutien en terme de réduction de la variabilité des recettes des agriculteurs. Le modèle MEP est élargi pour prendre en compte la dimension du risque auquel font face les agriculteurs. Cette dimension est intégrée dans le modèle via l'introduction de primes de risque résultant d'un programme usuel de maximisation d'une fonction d'utilité de type moyenne-variance. Le modèle est ensuite utilisé pour simuler les effets sur la production de diverses catégories de mesures de soutien sous différentes hypothèses qui permettent de distinguer les effets prix standards de ces mesures et leurs effets liés au risque (effets d'assurance et effets de richesse). Les résultats suggèrent que, quelle que soit la catégorie de mesures considérée, la prise en compte des effets liés au risque des mesures de soutien tend à accroître l'ampleur de leurs effets sur la production. Parmi ces effets liés au risque, les effets d'assurance peuvent être substantiels (selon les catégories de mesures et selon les pays) tandis que les effets de richesse sont le plus souvent limités.
