Abstract

NGOs have brought a new breath into a system in which the state and market values share exclusively the answers to men's economic, ecological, political and social questions. Overall, they have had positive effects in several areas such as the rejection of inequalities, the protection of nature, aid to developing countries or the fight against hunger. However, the actions taken are sometimes questionable, they are not always appreciated by all the actors of the international scene and the dysfunctions of ONG tend today to be highlighted. In addition, the action of NGOs is not always effective especially when they oppose each other on the objectives to be followed. Finally, the challenge of NGOs is sometimes recovered by international capitalism or, more indirectly, by the actions of States. Perverse effects appear, either by the establishment of NGOs at the orders of the merchant world or public authorities. If we add religious proselytism and misappropriation of ideas for political ends, the overall action of NGOs deserves to be more rigorously studied. They cannot claim the monopoly of the expression of the public opinion, nor can they consider that they have the legitimacy of the action, without regard to the support of the citizens to democratically elected national or international public authorities. They remain, however, watchers of the future
