Optimal land use and manure management : an application to the French case

Abstract

Le problème de la pollution issue de l'élevage intensif est analysé, ici, à travers un modèle général d'économie du bien-être. Les options politiques choisies pour éviter ce phénomène de pollution relèvent de la mise en place de normes. La directive de 1991 de l'Union européenne autorise un volume limité de déjections animales sur chaque terre (170 kg d'azote). Une fois cette norme établie, les producteurs vont chercher à maximiser leur profit sous cette contrainte. Ce système conduit à un développement du marché des droits d'épandage entre ceux qui ont de la terre disponible et ceux qui ont un volume important de déjections à épandre. L'illustration empirique s'applique à la Bretagne.
