Réforme de la PAC. Un faible impact sur la répartition régionale des valeurs ajoutées

Abstract

La réforme de la PAC de mai 1992 va-t-elle modifier sensiblement la répartition régionale des valeurs ajoutées en France ? A partir des comptes régionaux de l'année de base, l'étude simule la situation 1996 en fonction des baisses de prix, des compensations fixées par la réforme et des variations de prix d'équilibre évaluées pour les autres produits. L'ajustement des consommations intermédiaires se fait par le biais de coefficients techniques. Les principales hypothèses admises sont le découplage des aides compensatoires, l'adoption du gel rotationnel (15 %), un alignement des prix de marché sur les prix institutionnels, une faible réponse de l'offre de céréales et d'oléagineux à la baisse des prix. Dans ce cadre, il apparaît que les livraisons agricoles subiraient une contraction notable par rapport à l'année de base dans les régions de grande culture alors qu'elles seraient peu affectées dans les régions d'élevage. Cependant, si l'on compare les résultats de la projection à ceux qui découleraient de la poursuite de la politique agricole antérieure, on constate que la répartition des valeurs ajoutées régionales serait peu modifiée, du fait du système de compensation mis en place.
