Bénéfices et coûts de la protection de l'eau : application de l'approche contingente à la pêche sportive

Abstract

Les pêcheurs sportifs sont parmi les principaux bénéficiaires d'une amélioration de la qualité de l'eau. Aussi cet article est-il consacré à une évaluation de la pêche au saumon et à la truite de mer. Il s'appuie sur les résultats d'enquêtes de terrain et d'enquêtes postales qui portent sur quatre rivières. Au delà de la fourniture d'informations générales sur les pêcheurs (coûts d'une saison de pêche, surplus du pêcheur) un objectif de ces enquêtes était d'évaluer ex-ante des mesures de gestion des pêcheries. Pour ce faire on a utilisé l'approche contingente en recourant au système de la carte de réponse. Pour la truite de mer on s'est intéressé aux avantages en termes monétaires, que pourraient entraîner un allongement du parcours de pêche. A partir du programme dual de minimisation des dépenses, on montre que le consentement à payer des pêcheurs peut être représenté par un modèle Tobit. Il est estimé par la méthode du maximum de vraisemblance et conduit à des évaluations du consentement à payer agrégé.
