Infraestructura y pobreza : el caso de los servicios públicos en Colombia

Abstract

Este trabajo analiza el sistema de servicios públicos domiciliarios en Colombia y su relación con la pobreza. En particular, pretende estudiar la focalización de los subsidios cruzados establecidos en 1994 los cuales buscan que los hogares de ingresos altos financien una parte del consumo de los hogares de ingresos bajos, con el fin de garantizar el acceso y consumo continuo a los servicios de estos últimos. Se sigue así la metodología propuesta en Angel-Urdinola y Wodon (2007) que calcula un indicador de eficiencia de la focalización de los subsidios.
