Subsidios al consumo de los servicios públicos en Colombia ¿hacia donde movernos?

Abstract

Este estudio tiene por objeto evaluar el sistema de subsidios para servicios públicos en Colombia. Con base en la Encuesta de Calidad de Vida del DANE y de la información de tarifas disponible, se caracterizan los esquemas de subsidios vigentes para los servicios de electricidad, telefonía básica y agua, se evalúan sus propiedades de focalización, su impacto sobre el poder adquisitivo de los hogares, y su sostenibilidad financiera, con el fin de determinar su eficacia, y se evalúan esquemas alternativos de subsidio, con el fin de proponer mejoras que puedan implementarse en el corto y mediano plazos.
